I heard of this game and it does look pretty good.

naruto realm wars

pg-13 site and based on the anime/video game franchise of naruto. You start off as an academy student, and work your way up to be a kage (best rank) of one of the top 5 nations, or become a sanin (second best rank, max sanins in game = 25). If Kage and sanin positions are full, then you may try to become a jounin (3rd best rank)

also, you can lead a clan of your choice. there are wars and alliances between the clans/villages.

its a forum based game, so have fun with it.
